Pads is something that applies pressure to the rotors which is connected directly to each wheel, when you press the brake. To be able to check the thickness of the pads on the disc brakes, you will need to find the inspection hole on top of calipers, since calipers actually contain the pads on both sides of the disc (rotor). Alloy wheels that might be installed on some vehicles allow checking the outer pads without taking the rims off.
